There are now two vendors in Dalaran, one in the Alliance Emblem area and one in the Horde Emblem area that will allow you to exchange Emblems of Heroism for Emblems of Valor and Conquest.

The rate is as follows:

3 Heroism = 1 Valor
5 Heroism = 1 Conquest
