This quest has always been fairly bugged, and up until recently had just been set up to auto complete, as it's an easy quest anyway, and it opens up a number of other important quests...

Now however it seems whatever fix had been implimented is now gone (im assuming after an update).. And the quest is once again, uncompletable. You get the quest item (the paracute packs) and can distribute them to anyone, but no quest credit is given...

If properly fixing it is too difficult, than the auto complete (like it was before) is a fair option...

I'd tried the quest 3 times (reloged, droped, etc) and it wouldn't work, then - after my post - i noticed the addition, and change in the position, of a few of the quest NPCs (there's a few mobs there that i frequently kill for a JC daily) so i thought i'd try once more. Low and behold it worked flawlessly, as it's supposed to (which it never did before, was just auto complete for the last 3 lvl 80s i've lvled)

As nothing on my end would would seem to account for the change (and addition) of NPCs, i'm assuming it was a fix.

Anyways, all's well that ends well...
