Quest cannot be turned into to Mildred because she is hostile. When you accept the quest, you're supposed to be turned into a frost vykrul and all other giants should become friendly.

Bug seems to be pretty simple: You get the necesary items from mobs around Redridge, and then you can't turn in the quest because the NPC doesn't see you have all of the items.
